Lancaster, PA: Manager Charged for Staging Fake Robbery at Outlet Store
What initially appeared to be a frightening armed robbery at a local retail store has unraveled into an alleged inside job. An assistant manager at the Pepperidge Farms store in the Rockvale Outlets in Lancaster, Pennsylvania, is now facing serious criminal charges after investigators determined he fabricated the entire crime to cover up a theft of store deposits.
The "Robbery" Report
On the night of March 23, 2026, 24-year-old Caleb Steele called 911 to report a terrifying encounter. According to his initial statement to East Lampeter Township Police, Steele claimed that as he was closing the store, an unknown assailant dressed in black forced a "hard object" into his back. He alleged the man forced him back inside the building, ordered him to open two separate safes, and absconded with all the cash inside, totaling $3,048.51.
However, investigators immediately noticed inconsistencies. Steele was completely unable to describe the suspect or the supposed weapon. Furthermore, police learned that the store had unusually high amounts of cash on hand that night because deposits had not been made for the previous two daysโa fact known only to Steele and the store manager.
An Impossible Timeline and a Phone Trail
As the investigation deepened, Steele's story fell apart. Detectives determined that the sequence of events he described would have taken roughly one minute and 40 secondsโan impossible timeline given the physical layout of the store. Moreover, coworkers reported that Steele had a habit of joking about having a friend come und "rob" him of a deposit.
The crucial break in the case came from phone records. Just prior to the "robbery," Steele made a call to 47-year-old Fausto Lugo, a former coworker. The two had no other recent communications. When questioned by police, Lugo allegedly confessed to the scheme, admitting he helped stage the robbery and split the stolen cash with Steele.
Charges Filed
Both men are now facing severe legal consequences. Steele has been charged with theft by unlawful taking, criminal use of a communication facility, and making a false report to police. Lugo also faces a charge of theft by unlawful taking.
