Repeat 'Third-Strike' Burglar Jailed After Targeting Norwich Home and Bar

A String of Opportunistic Crimes

A 56-year-old habitual offender has been handed a significant prison sentence following multiple burglaries across Norwich. Stephen Robbens, of Millers Lane, was successfully investigated and apprehended by Norfolk Police's dedicated Op Converter team after he admitted to two separate burglaries and an additional shop theft.

CCTV Evidence Leads to Conviction

The first incident occurred on February 4 at a residential property on Mile Cross Lane. CCTV footage captured Robbens entering the home and rummaging through a handbag in the kitchen. However, he was forced to flee empty-handed when the homeowner heard the back door open and disturbed him. A few weeks later, on February 25, CCTV once again linked Robbens to a commercial burglary at a local Norwich bar. During this break-in, he damaged the protective shutters and made off with alcohol valued at over £330.

Justice and the 'Third-Strike' Rule

Robbens appeared at Norwich Crown Court on June 4, where he was sentenced to 876 days behind bars (more than two years) and ordered to pay £228. Crucially, he was sentenced under the strict rules designated for 'third-strike' burglars. This legal provision applies to offenders who have been convicted of burglary on at least three separate occasions, ensuring that repeat criminals face appropriately harsh consequences. Police spokespeople described Robbens as a "habitual and opportunistic offender," noting that his sentencing reflects ongoing efforts to protect the community.
